EVE University is good for learning almost all aspects of New Eden apart from SovNul and Faction Warfare since we have no access to SovNul and Faction Warfare (well apart from fleet roams staging from LSC and NSC to explode ships in those regions).

Sometimes we are having sleepovers and deployments to experience SovNul space warfare but currently we have no access to Faction Warfare (unless you leave University and join Militia for a limited time). Previous FW Project was discontinued after 2014 and only one corporation in Caldari Mil. survived with 1 member.

I had an trial account before I subscribed this account and it was not active until Alpha accounts arrive and I reactivated it some time ago. It was dormant for some time and waiting for some task to do. Couple of days ago I decided to side with GalMil with an alt corporation so I can experience Faction Warfare.

Carmichael Private Security Services (Fantastic Killboard ) will recruit confirmed alternate toons of EVE University members and trusted capsuleers. Corporation was established as a learning project and I don't have any detailed and/or in-depth knowledge about Faction Warfare yet so we learn together, and it is possible to grow in time.

This service is established to provide member militia with doctrine ships at headquarters/staging station so they can buy ships in advance and then focus on faction warfare itself. Appointed CPSS Officer runs this program while delivering and/or tracking the shipments. Note that Rigs are placed into cargohold of the ships so you need to fit them after you activate the ship right away !

Price tags for the items will be calculated as follows : Jita Sell Price + 5% Markup + Hauling Fee (1 million ISK per 10000 m^3)
%5 markup goes to CPSS Account while Hauling Fee goes to the capsuleer who does the hauling.

Reshipping Contracts

These are contracts posted to the corp offering fit ships, ready to be purchased and flown immediately. They should include all needed ammo, charges, and consumables, with rigs placed in cargo bay. Fits can be viewed at corp Fleet Up page. Max markup for these contracts is 10% of Jita Sell. For enterprising individuals, utilizing buy orders at a trade hub can help earn you profits far exceeding a 10% markup. The corp will maintain a base number of reshipping contracts (with profits going to corp wallet for maintaining corp services), however all members are allowed, and encouraged, to help maintain an ample supply of reshipping contracts for us all to use.

C.PSS is independent corporation and provides mercenary military service to Gallene Federation to liberate systems and bring freedom to masses. Other militia corporations fighting alongisde with Gallente Federation and Minmatar Republic are our de-facto allies unless they show hostility and/or interfere with our corporation plans.

C.PSS and IVY League have non aggresion pact (mutual +5 standings) to prevent any incident between the members of both entities.

1. Choose a staging system

The Big Decision. Much of the following hinges on us having picked a home. The primary question to ask is do we want to stage 1 to 3 systems into low sec space, stage in high sec on the border of low sec space, or stage deep in low sec in the heart of the FW battlefield. I've identified a few criteria I think are important for picking out our home:
* Close to the front lines - we want to minimize travel time between home and Caldari militia owned systems so we can get out and find enemies to shoot or Caldari plexes to run. The fewer jumps between home and Caldari militia space, the faster members can get content. Minimizing this distance also helps people needing to reship when their ships get popped get back into the fight faster.
* Minimizing travel time for logistics personnel - the fewer jumps between home and Jita, the faster haulers can get their work done and so the faster they can get back to looking for gud fites or making isk via running FW complexes. We also don't want to go too deeply into low sec space because every jump deeper increases the risk for those moving our goods. Too deep and we'll have to reply on expensive and high SP jump freighters to get goods moved around.
* Militia station is nearby - we want a Federal Defense Union (FDU) station nearby so that cashing out LP is quick and easy.
* Basic services availability - we will want a few services available, namely clone bay and repair, however reprocessing and manufacturing will be useful as well.

Towards this end, I have identified three system that could work for us:

High Sec: Charmerout (CHA)

This system sits on the border of high and low sec. It is 11 jumps from Jita, 1 jump from FDU LP store, and 4 jumps from the nearest Caldari militia owned system. It is in high sec so all manner of hauling vessels can be used from T1 industrials up to orcas and freighters. This allows a lot more people to get involved in hauling for the corp because the SP and isk barrier will be much lower (day 1 alpha hauler alt can easily move over 20k m3 of cheap t1 fits). Cashing out LP is fast, easy, and accessable since the nearest store is one jump over and is also in high sec. CHA has reair, manufacturing, and reprocessing services available, but no clone bay, so we'd either need to setup clones next door where the LP store is in Caslemon or drop our own structure w/ a clone bay in system. We could also just stage from Caslemon since it has all the needed services, but that puts us out even farther away from the warzone by 1 more jump (same distance from Jita).

Low Sec, Shallow: Heydieles (HEY)

This system is a nice transit hub; it has 5 stargates providing a variety of directions to roam. It is two jumps deep into low sec, 13 jumps from Jita, currently 2 jumps from the nearest Caldari militia owned system, and 3 jumps away from a FDU station with an LP store. The two NPC stations in system provide all the core services we both need and want: clone bay, repair, reprocessing, and manufacturing. Being a couple jumps into low sec will limit sensible hauling options to DST's, BR's, and select T1 industrials (with warp and inertial stabs), but should be close enough that a quick scouted dash through to our staging station should be feasible most of the time. LP store is only one jump out of the way from HEY to Jita, so providing pickup service from Caslemon on their way back up to Jita is not a burden for our logistics team. We will still want to get our own structure deployed in system, but it won't be critical to enable staging because npc stations in system provide clone bays.

Low Sec, Deep: Vlillirier (VLI)

This is a popular staging system for a lot of other GalMil corps, so likely to have a modest local market for incidentals, ammo, drones, etc. NPC stations with reprocessing and manufacturing services are available in the system, but no NPC clone bays. However, since this is deep low sec, the corp would want to maintain an Astrahus with a clone bay anyways, so this is not a deal breaker. There are likely friendly structures in system w/ clone bays we can use in the interrim until our structure and clone bay are onlined. This system is right on the front lines of the conflic and there are currently two caldari systems adjacent with many more past them. VLI is also fairly central geographically, meaning pretty quick reshipping to most anywhere in the warzone. Being this deep into low sec however, means that freight services will be primarily reliant on jump freighters, limiting participation in corp freight services to those pilots that can operate these high SP, high ISK vessels. Closest FDU station for cashing out LP is two jumps away through low sec in Moclinamaud meaning members either need to find a high sec FDU station of their own and handle logstics of getting LP items to market or they have to risk hauling LP items through two jumps of busy low sec space to get them back to the staging system so they can be JF'ed back up to Jita.

I think the best balance of ease of operating logistics, available station services, closeness to the warzone, distance from trade hub, and location and sec status of LP store is going to be Heydieles. If accepted as our staging system, people can stage out of one of the NPC station in the mean time. Charmerout will also make for a good interrim staging system while we get everything organized. Once our staging Astrahus has been deployed and setup, moving there will be quick and easy for anyone staging out of NPC stations in HEY or CHA.

2. Deploy staging structure (if staging is in low sec)

If we are going to live out of low sec proper, then we need a structure to stage out of. The reason for this is that if the system is taken over by hostile militia, we won't lose the ability to dock in our staging station. If we lived out of an NPC station, then we would lose access to all our assets at that station and not be able to dock again until the system flips back to Gallente control. Current mechanics allow for structures to be used to bypass this restriction. We would also need a staging structure if we decide to stage from a system that has no structures. Lastly, jump freighters like jumping to citadels due to tether mechanics. We are probably looking at an up front cost of around 2 bil isk between the Astrahus, defense modules, service module (clone bay), and first month's fuel.

3. Decide on basic and advanced standard fits

We'll need some standard fits to stock in reship contracts and recommend to members for when roaming or flying in fleets together. Alphas that are still skilling up can meta down modules or use fitting implants if they lack fitting room for PG or CPU. Thankfully, there are few fitting skills for an alpha to train, so this should not be a major concern. Fit descriptions below indicate if they are targeted at an alpha with maxed fitting skills. I would say we need the following for each race:

Basic DPS frigate (I'm a new alpha, what should I fly?) - this should basically have enough dps to kill novice plex rats and give some useful hero tackle or ewar for fleet ops. It should be cheap and it should be flyable by as close to a brand new alpha character as possible.
Advanced DPS frigate - modeled on an alpha character with max'ed out skills, this is the standard pvp frigate for the corp. It will easily be able to take on novice and small plex rats as well as be as potent in pvp as possible (for an alpha); this should be a solo pvp fit
Logi frigate - Racial logi frigate for fleet support; targeted at max skill alpha

Basic DPS cruiser - should have enough dps to kill rats in medium FW complexes and is targeted at newish alpha characters; this fit should require a minimum of SP investment to get into and should be cheap
Advanced DPS cruiser - aimed at max skill alphas, this fit is the frontline damage vessel and is capable of taking on medium and large complex rats with ease while still being a pvp focused vessel
Logi cruiser - racial logi cruiser for fleet support; targeted at max skill alpha

This is six fits for each race, 24 fits in total to support depending on the racial composition of the corp (for example, no Amarr pilots means we don't need to maintain stocks of Amarr ships until an Amarr pilot joins). When it comes to stocking reships, I would give priority to basic frigate and cruisers, then advanced frigate, then advanced cruiser, then logi. An example racial line up could be, in order of above (Gallente): Atron, Tristan, Navitas, Thorax, Vexor, Exequror

4. Establish logistics processes

We will need to establish guidelines for shipping service. So far we have a few individuals that have volunteered to provide hauling services. We need to establish maximum courier contract sizes for each person willing to do hauling for the alt corp. If we stage out of low sec, that's probably going to be 60k m3 since we'll be using DST's to hop a couple systems into low sec. We have people that can use JF's to move assets to a low sec staging station, but due to the increase in cost and logistics involved, utilizing JF resources will be a rare occurrence. If we stage out of high sec, there are a lot more options open for hauling capacity. That said, I think a universal size cap per contract of 60k m3 would be fine. If someone wants to ship more than 60k m3 in goods, they can just do multiple contracts and if a hauler wants to use a JF or freighter instead of a DST, they can just accept multiple contacts and move multiple packages at once.

In terms of organizing the haulers, there are a few complications due to haulers being scattered across multiple accounts and corps. I see two basic options here given the circumstances.

One option is to use regular courier contracts assigned to the corp with a modest collateral set (105% or 110%). Then anyone in corp can grab contacts as desired and can move and deliver them as needed. The upside here is delivery is only dependent on the hauler and each hauler can move as much as they can safely move and use the size of ship that they want to use. The downside is that haulers have to put up collateral, something that's not needed on traditional Uni freight services. The collateral is required though, to keep everyone honest because the courier contracts would be corp wide and anyone in corp could accept them.

Option two is some kind of ordering system. Line members send an email to an internal corp mailing list requesting a list of items / fits. Haulers can reply (first come, first serve) to "claim" that contract. They purchase the items needed, haul them to staging, and then contact the items to the member for the cost of the items + standard markup.

I am partial to corp-wide contacts w/ 105% collateral due to the low overhead involved in terms of what a logistics officer would need to do. There's practically no overhead outside of establishing and publishing the standard format for courier contracts and which stations are serviced and so on.

5. Stock staging with reship contracts

Some smarts here will help moderate the initial stocking needs. If we have < 10 pilots and 8 of them are Gallente and 2 are Caldari, we probably don't need more than 1 or 2 Amarr and Minmatar reships posted (in case an alpha of those races joined in between restocking of the reships). We also don't need to post 50 cruiser dps contracts if there's only 10 pilots in the corp. I'm guessing 2 to 5 of each needed fit will be plenty and should be able to be stocked within a week or two. I would focus more on frigates than cruisers as well (like 5 of a frigate fit but only like 2 of a cruiser fit perhaps). This'll keep initial investment for those providing reships to a minimum as well. That said, if you want to post 50 thoraxes, by all means! It is your isk at the end of the day.

We also need to establish a standard markup percentage. Being pretty close to Jita, I'd say 105% or 110% would be the most I'd say to markup.

6. Corporation-level funding

The corp is going to need a small amount of funding. Be it to pay a small amount of fuel for a staging astrahus in low sec or corp office in high sec, we'll need to have a small amount of income at the corp level. The rats in FW plexes don't provide a bounty so therefore do not generate tax income. I can see a few options.
* Corp shop - Members sends a mail to list with desired number of ships and fits, corp officers take care of getting goods, shipping to staging, and then contract to member for cost of items + 5-10% markup. Profit is deposited into corp wallet. This would partially compete with reshipping contracts but since it isn't limited to what is available on contract, it could pull in some business.
* LP Buyback Program - I could see this being the primary source of income. Members purchase *qualified* items from the LP store and receive a set rate of isk for the items. The buyback program will have a specific set of items it will accept so to prevent abuse and make sure the items being bought have enough volume on Jita market that they will actually sell. Buyback value would be set at somewhere between 80 and 95% of Jita value to cover the cost of shipping, selling, and any risk involved in such a venture. The corp makes its money off the delta between what it paid for the item and what it sold for in Jita. To give some numbers, in one three hour plex'ing session I earned 270k LP. That's ~350 million isk in profit at 1300 isk / LP. 10% cut of that would be 35 mil isk, which would be almost 1/3 of the monthly fuel cost of a staging astrahus with clone service. And that's just one character running plexes for a few hours. The upside here is there's a lot of potential for decent corp level income and players get cash a lot faster than if they had to purchase and then ship it up to Jita and then play market pvp to get sold. Hopefully this allows members to get back out into space running more plexes and pew pewing more, giving them even more LP to trade in. The downside is corp will need some significant startup cash in order to start accepting buybacks and be able to float that cost until the items are shipped up to jita and sold. The financial risk is also all placed on the corp instead of the individual as well as a good amount of record keeping will be involved tracking items and money flow. That said, I think this has the biggest potential for some real cash flow that would enable the corp to offer additional benefits, such as SRP, additional structures to operate out of, skill book packs (would love to offer a skillbook pack that is just every skill an alpha can train so new players can just create their alpha, join up with the corp, and then fly over and start training and plexing).
* Membership Dues - every member pays in a share of cash to cover operating expenses. With 10 members, 20 mil each per month would probably cover all basic monthly expenses. The upside here is semi-predictable and stable cash flow. The downside is collections evemails and a bit of a sour taste.
* Donations - the primary E-UNI funding model. Corp runs on donations from members and anyone supporting the cause. We can also setup a donations bin for people to throw in modules and ammo and tags they dont' want. Anything of value can be sold off in Jita and everything else can be reprocessed and then manufactured into ammo or just sell the minerals off.

Now, we don't have to pick and choose just one. There's no reason we couldn't have a corp shop, an LP buyback program, and ask for donations or charge a monthly membership due (until at least the first two cover expenses).

Markup is +10% Jita sell price. Focus on stocking low SP frigate and dps cruisers first and try to stock only for the races we have in the corp.

6. Corporation-level funding
Donations drive to purchase our staging Astrahus (and its defensive modules and clone bay); remaining funds go to bootstrap our LP buyback program (90% Jita sell price), which is primary source of corp funding; can adjust buyback payout percantage up later if corp has money left over or we can provide additional corp services like free ammo/paste/drones or a full on SRP.

Another thought I had in terms of fits is just 3 per race.

* Basic Frigate (New Alpha)
* Advanced Frigate (Max Skill Alpha)
* Cruiser (Max Skill Alpha)

With a mish-mash of races, it'll be hard to standardize on shields or armor for determining what logi to bring and it'll promote personal skill for everyone to pilot for themselves while still working together as a team. So I dropped the logi fits. Cruiser can just be standardized down to one fit. If someone doesn't have the skills to use a T2 version of a module or lack fitting room, they can either meta down the modules or downsize guns until they can use the proper fit. This might be simpler both in terms of reshipping contracts as well as training goals since it brings total number of fits down from 24 to just 12.

Here are my ideas as far what ships to use for each category:

To be honest I did not envision this corporation as a fully capable corporation with infrastructure and etc just not at the beginning and thought more of a band of unista alts wandering together at their free time to learn FW and get some good LP & ISK from plexing. After some fruitful conversations in several slack channels it evolved into this
I am excited about all of this and even that this will be shell corporation for our alternate toons to have some fun and good ISK by plexing in our free time while our mains staying in EUNI, all of this discussion and feedback is really good planning discussion for the sake of it and good learning opportunity for corp management as well and already did teach me several variables affecting the decision of chosing home system and staging point, corp finances and etc. (CCP please make corp management interface better )

So now lets comment on Eadrom's points :

Location & Staging System : As I said so many variables including distance between trade hubs and warzone, distance to FW NPC station for LP Store, logistics, security. And it seems Eadrom did a good research on this. CHA and HEY seems top choices for now.
CHA is good for logistics, LP Store availability and safety for a structure if we decide to launch one. As far as i can see the only point having a citadel in HS system will be swapping clones but I am not sure how many of us will do that since we are already alpha toons and probably won't have any expensive clones.
HEY is good to get in action quickly but using T1 Haulers for logistics will be extremely dangerous so we will depend on already available hauler alts of unistas. Launching a citadel is more pressing if we choose to live in LS for the sake of tethering and docking as Eadrom stated already. Risky but still viable option. There is also side note that there is no structures in HEY and 3 citadels ad 1 engineering complex was destroyed before, but I am not sure whether they are destroyed due to being there or due to hostility between involved corporations.
CAS (Caslemon) is good for having several stations with good services and FDU LP Store so it is very convenient to settle, but it is 2 jumps further then HEY so not close to warzone as much as HEY.

Deploying a citadel/engineering complex if needed is possible once we decided on the system. Also, it may be possible to launch a Refinery to get more content and provide some mining opportunity to university members with their barges maybe Also, structures in LS come with an issue : defensibility, which is another variable. Remember EUNI will not take part any structure warfare involving other corporations so we won't be getting any kind of support if we get attacked in LS. Possible way to overcome this may be setting structure as a freeport for all, so all can enyoj the services of that structure while corporation can get some income from services like clone bay, refinery and corporation offices.

Doctrines & Logistics : The idea of basic and advanced frigates and cruisers is very good. We can work on the fittings soon. Also it may be good to add one destroyer to that setup since it is possible to run medium complexes with a destroyer. 1 for each race should be enough I believe.

Logistics will depend on the system we choose but in theory your ideas on collaterals, ordering and hauling seems good.
Doctrine ship ordering can be done by google forms tool and corp haulers can see that order and fulfill them when they are available. Some portion of the profit goes to hauler and some goes to corp for funding corp expenses (although I believe favoring the haulers' share will be better since they are the ones doing the hard work). So if your doctrine ship order costs like 1 million ISK => 1 million ISK + Hauling Fee . (A large portion of fee goes to hauler, and small portion of the fee can go to corporation wallet). We need to optimize this fees and corp tax so people can buy ships with fair prices while haulers can get fair income for their service as well, corporation income from this should be kept minimum or none if possible.

Corporation Finances & Contracts : Corporation itself can put up several basic doctrine ships on contract for quick and easy start so that can generate some ISK to corporation. Those prices may be a bit higher then ship order contracts but not much, so it can generate some income but not be a burden to corp members.

Also LP Buyback is good idea for making ISK for corporation expenses. Corporation can put up some buy orders for LP Store Items such as Navy Frigates, Cruisers etc. (depending on the location) so our members can sell their items quick and easy as well. So instead of sell contracts from our members, corp can set buy orders via contracts that can be filled by our members.

Corporation expenses will be either corporation office rent or fuel blocks for structure so depending our setup it won't be that high for the starters I believe. So getting several navy items with corporation LP buyback contracts and doctrine ship sales should be enough to cover those expenses. SRP may not be necessary at the beginning since we will be using cheap and expendible ships most of the time, but if we need that program in the future we can expand the buyback program to buy more items and sell more doctrine ships.

Alternative to having structure we can check the region and may seek to cut a deal with another GalMil corp with structure with good services about renting office and using clone bays. It will save us from initial capital and work so we can start right away and increase our corporation credits in time.

Ersin, you and Breeze bring up good points about structures. I completely forgot people might have ill intentions towards any shiny space castles we might want to be dropping.

Alternatives include Abune (1 jump deeper into low sec) and Yvangier (1 jump shallower into low sec).

A 3rd option is to just stage out of NPC stations in HEY. That system as all the services needed, so we wouldn't be going without anything. All the valuable expensive loot is going to be getting bought in Caslemon and shipped out to Jita, so even if GalMil lost HEY, most of us would only be losing access to a handful of cheap t1 alpha fit frigates and cruisers. Also, the last time HEY flipped ownership was a year and 8 months ago. Seems pretty stable and I'd be comfortable staging from NPC stations. Using instant-dock and instant-undock bookmarks is easy enough to ensure no one ever gets station camped.

Yeah, I like corp logistics and this kind of stuff, so helping to setup and run a small corps logistics infrastructure is going to be really fun and a great learning experience for me. The added benefit is everyone in the alt corp will get to experience some better corp services. =)

To recap some chat in LSC slack, for staging, looks like we're going to setup in Charmerout for the short term. This'll be good to get everyone in one location. Unsure if there are any public structures there w/ a clone bay, but there is a clone bay service one hop over in Caslemon.

Fits - we need someone w/ Pyfa abilities to setup our initial set of 12 fits. I think we could expand the core fits later, but to start, I think frigates and cruiser will suffice. Cruisers in mediums are going to be a tough nut to crack for newbro alphas in dessies, so I feel like someone wanting to run mediums would be far better off served running them in a cruiser. Well skilled alphas can definitely take on the medium's cruisers in a dessie though.

For corp logistics, I think the lowest overhead options will work the best. The more we can rely on the simple in-game tools the better, imo. If people need something hauled, they should post courier contracts to the corp and anyone that wants to move the packages can do so. We just need to come up w/ a standard contract template like the NSC and LSC shipping services have. This will take care of standardizing costs for collateral and rewards and such. I'll take care of making the template, I'll just need some place to post it (I think Ersin can add it to the top post).

LP buyback program should start small. Drones, ammo, cap boosters are all items that have quite good isk / LP (1200 - 1450) but have good daily volume in Jita while also not costing tens of millions of isk for just one item. I can run this program.

Corp store item ordering is also something easy we do via in-game. Make a shopping list mailing list for the corp and people can send requests there. I have a permanent jita alt I can use to just process the request and then cut courier contracts. I can run this program as well.

I can make a logistics thread for this alt corp that will have the info needed for the logistics side of the house and Ersin can include a link to it in this thread's top post.

Last thing I can think of is we need a corp slack.

I have already set up Slack & Discord for the corporation I will start adverting it in Corp Bulletion so people can join.

Also as far as I like to use ingame tool like courier contracts we can try Doctrine Ship Order Form so you can check the orders w/o logging in game and you can get into your alt to fulfill them. For instanc you want to purchase 5 x Basic Doctrine Frigate A, you enter your name, you choose "Basic Doctrine Frigate A" and enter the value "5" and submit form. That will create a log in excel spreadsheet that can be seen by all corporation members and can be edited by relevant staff so people can monitor their order (received, packaged, moving, delivered) while staff edit those. This setup will make logistics staff job easier i believe.

I will set that form soon so it will be easier to show For further courier contracts not involving doctrine ships and moving out LP items to trade hubs ingame tools (courier contracts) are still best option. For LP Store / LP Buy contracts it seems we can cover it much easier then doctrine ship order process. Set the LP Item buy contract and wait for it to be accepted. That is also possible that we can set office so corporation hangars and we can use a audit log station vault / container so people can drop LP items in it and since it will keep records easily the only thing we need to do is to haul the ingredients to trade hub, sell it and pay the shares to the members and keep some little profit for corp finances.

We may need to meet on Discord on Sunday on determined time so we can discuss about matters and get things going according to decisions we will make. Eadrom and me proposing stuff and etc and I like this discussion and brain storming session but I also like to hear more ideas from all group I appreciate all the research and work you have done and all the discussion on slack so far, thanks!

Until then you can pack light and move yourselves to Caslemon III - Federal Defense Union Logistic Support (w/ 2-3 ships you want to fly with ammunition) and start getting into some action. You may want to hold your LPs for some time as well until we sort logistics and be ready to move bulk (unless you have the means to do your own logistics).
