Selling NPC tags

Has there been a change in the selling of NPC tags?
For example, I have a number of Republic Fleet tags of various kinds. It uses to be that I could take those to a rival faction NPC station and sell them. Now, however, I don't get a sell option. I get a choice to search for them in Contracts.
