Player bounties - still exist?

Are player bounties still a thing? I don't see anything in the game about them anymore.
I believe the player bounties are in air quotes "temporarily disabled" per CCP. They were having issues with it so they pulled it back in Oct 20 I believe. I attached an article that explains a little more on the reason.
