So, I think you can remove the tackle fit if you really want to. It was simply there as an option.

You should probably have your 'solo blaster buffer' fit with the AB as that's used quite a bit.

The ASB fit isn't used as much because it's complexity for the sake of complexity. It has less EHP than the buffer fit and only really gains a tiny bit of speed to compensate (which you can actually fix on the buffer fit if you fit a T2 ACR and a T2 AB). The second ASB fit just won't work as well as using a second MagStab tbh I don't think. You are right in saying that you need speed to get in range, but the reality is you should only be taking fights you know you have a chance of winning anyway, so fitting for edge cases (trying to catch up with something that is out-kiting you) isn't ideal.

There's no mention of the magic merlins either, which are fit roughly like this if I recall correctly:

Magic Merlin was in the original post.

ASB fit (vs buffer) uses less PWG and allows replacing ACR rig with something, for example, a speed rig. And there is still spare PWG to upgrade meta tackle and AB to T2 version, which is only possible in buffer variant with PWG implants. And the signature is smaller too (43m vs 50), not sure how important is that, but I guess that's almost 20% impact on tracking.
As ASB fit was already published, I've reposted it with slight 'optimizations'

I decided to preserve tackle with a note about its slowness and better alternatives: in my experience, sometimes you are looking for tackle to help newbro and ready fit could help.

I also posted original buffer fit.

I've been using a 2 Web Rails Merlin intended to minimize transversal and fight in scram-kite range in low sec. It seems to do well against most other frigs; just thought I'd post it here and get some feedback.

The transverse bulkhead rig is pretty questionable. The reason for using hull buffer with an SAAR in the lowsec frigate meta is simple: you 1) reduce the chance of getting volleyed through active reps without 2) reducing your speed with trimarks/armor resists. However, a single bulkhead adds very little EHP, you're already going to have range control against literally any engageable target, and a kinetic rig helps round out your resist profile against likely incoming damage, so that you can maximize the value of your heated paste cycles.

Also, you should drop one of the Enduring webs for a Compact web, which will allow you to upgrade your Compact AB to a T2 AB. You're stable without the SAAR running. The rule of thumb with SAAR fits is that you need cap life (with everything running) just a little bit longer than the 33 seconds it takes to cycle through all 8 heated paste cycles. If you have to use all of them at once, you'll definitely die right after you run out of paste, and if you can afford to pulse your rep, you can afford to manage cap. Since you have 45s cap life with a T2 AB and with SAAR and guns heated, you should be fine.

Edit: One other thing - burst aerator gives more DPS than collision accelerator, and the impact on cap life is like 3 seconds with heat.
