What's the reasoning behind flying a Covetor solo in any situation?
What are the benefits to fitting tank in the low slots in these situations?

Even supposing you have a good reason to fly a solo conveyor, *and* have a good reason to put tank in the low slots (don't ask me, I'm not familiar with mining) .... even then,

The tank from the rigs, and tank from the low slots should probably reinforce each other. So if you're hull-tanking with bulkheads and damage control, then maybe go with transverse bulkheads for rigs. Similarly if you're using armor resist rigs for some reason, then a plate in the lows will benefit from that.

Mixing armor resist rigs with hull hp buffer isn't particularly efficient.

As far as I can tell, the rigs are pretty much "whatever you want". Reason for the Anti-EM Screen rig - So you don't have a big EM hole when you're mining in Blood Raider/Sansha space and your boosting buddy's reps will help you stay alive against nullsec rats*. The Higgs anchor is for times when you're not ready to bring the Procurers out, but still want to yield tank your losses, if any, and have the option of rapid escape, since there's not much else you can do anyways: you can't get enough tank on the Covetor to tank anything of respectable damage output whatsoever. The ice harvestor rig is for obvious reasons.

You can't put much for tank on a Covetor. It is designed to mine, and mine a lot, and your best setup is to maximize that advantage. Having problems with tank or roamers pestering your miners? You should be using Procurers.

*: This probably applies more to Delve than much else. If you mine with a Rorqual on field, his capital repper (assuming only one, which is reasonable) will be able to keep you alive against rat aggro.

At AMC we dont really tank out our Covetor's like some of those fits. If you need tanky then thats what the Procurer is for. You will die to WT maybe few seconds later with extra tank.

CPU rig is as needed for newbro who cant fly without it. DPS drones are honestly up to person flying it. We also sometimes remove a hob and put in a salvage drone.

I'd assume that's because it's a Covetor. 10% of the EHP of a Covetor is 10% of the EHP of a Covetor.
