Agreed - as a pure fleet interceptor the Crow is the worst choice, and I'd suggest a player to train another race rather than try to run a standard scram/disruptor setup and be at a severe disadvantage.
I have however seen and personally flown the Crow as a combat frigate, using an overheated web and long-range scram provided by the fleet inty bonuses to out-brawl other close range/dps setups. The below setup allows you to maintain the bonuses of scram and web, while still being outside the scram range of non-bonused ships to maintain MWD cycles. It also provides the added benefit of choosing damage type, and in my opinion out-performs a blaster Raptor setup. Spoiler

Potentially the only interceptor with bonus to range long enough to hit ships at point range but the dps is anemic. Lowest scan resolution, slow base speed, below average capacitor... Yes I see why its in such a miserable place.
The fitting resources aren't mediocre at least so we can afford to go T2 MWD and MSE at the cost of +13.7m signature radius (80.8m to 94.5m).

BLAP support fit chooses EM resist rig and hyperspatial over speed rigs. Which way should we go with this? Plug the EM hole and then speed? Do hyperspatials matter?
The combatceptor fit looks like it needs to primarily use rage rockets to catch up with DPS output of other combatceptors (127 DPS with Rage Rockets). The fit is over on CPU by a little amount but can be flown without fitting implant if you meta the Scrambler to Faint Epsilon Scoped Scrambler. You lose 1km range but it still is at 10.3km.

Scrutiny of the combat fit posted would be great. Is it worth adding? My reservations are that it is over on CPU at all 5s and the DPS is low. I also didn't see much on crows as combat ceptors anywhere else.
Targeting rig is MANDATORY on any fleet interceptor. There is no solo fits, there is no shield Malediction/Ares, guns are mostly useless on a ceptor so NEVER make sacrifices to fit them. I suggest you keep only one fitting for each fleet interceptor to avoid confusing people (with the exception of the Malediction, you can do a plated fleet tackle if you want).
