Adaptive Nano Plating II needs Hull Upgrades IV but provides the same -15.4% resists as 'Refuge' Adaptive Nano Plating that doesn't need the skill.
If the expectation is to have Hull Upgrades IV as an Alpha account then there is no need to use meta Damage Control as you mentioned.
Prototype Energized Adaptive Nano Membrane I provides -15% to resists whereas Meta 4 and T2 Adaptive Nano Plating gives .4% more and are generally cheaper by a few thousand isk
