First, I too think having throwaway tackle is a bit boring for newbros.
If you are going for something big and shiny, why not. At least the newbro can establish first tackle, gets on the KM and gets a big "Fu yes, great tackle! Good job on that one!".
While in a normal fleet.. "Yey, thy"
As for the fits, welp, the CT fit is.. well I can see that fit being used if you want to do an alpha/high DPS fleet. But then you should go for Winmatar or Caldari. Also, destroyers ->Bin
The PvE fit is not bad. Yes it has a plate, but iirc, the buffer is enough to keep you alive during the mission(Should test this). And then you simply save money by not paying the lazy repairman at the station. So it's not bad, I'd probably go for a full T1 fit and no rigs needed as proposed. It's just a stepping stone and capstable without the repper.

For the fleet tackle, I prefer Lotanis's fit, as it's cheaper and does the job just fine. About the crystals, I think every fit should have Multi, standard, and the other one I always forget.. Microwave? Just as a good habit tbh. Should ofc be explained.
Solo PvP.. as Lotanis said, plate why? No need, no benefit.
Solo "beam"... sure if you want to feel like a battleship against frigs. Unless you can scramkite, in which case this fit might work out against other ships. They are in your optimal, but you are in their falloff. If you find a brawly MWD frig that is. Eh, it could work.
Mini Slicer is top notch. Just not newbro friendly but eh.. that's why we are using fleet up.
