We sacrifice rig with least impact on cargo hold to get the extra push needed for the medium shield extender. With minimum skills we get 2.53k EHP on the EM resistance hole whereas with all 5s we get 3.01k. We still retain a max cargo hold of 1.52k m3 (reduced by 228.33 m3).
I chose to retain the MWD because a ship without covops cloak and with penalties to movement speed would not be able to get much from a cloak-AB trick.

Given tank isn't important here (you're relying on the MWD cloak trick), I'd go with Biwako's, but add a note:
Tank is not of great importance here. Safety should be derived from using the the MWD cloak trick. Ensure you're familiar with it before travelling gate to gate.
If fitting is too tight, the Ancillary Current router can be replaced with a Cargohold Optimisation, and a Micro Auxiliary Power Core can be used in place of one of the Expanded Cargoholds.
It can also be helpful to carry a set of Warp Core Stabiliisers so that when the full cargohold capacity isn't needed, swapped in instead of EC2s for additional safety.

At bare minimum this puts the EM resistence hole at 2.81k and all 5s takes it to 3.37k EHP. The T2 MWD doesn't change capacitor life though, which is a shame.
I think your fit is better for the wiki because of the better EHP, being easier to fit and for being slightly faster Cold: 1923 m/s OH: 2749 m/s vs Cold: 1810 m/s OH: 2586 m/s
Edit: We can add the note about increasing capacity to 1.5k at the cost of EHP. I'm not sure if there is any item for which we want to hit a cargo capacity threshold. The largest thing I've had to carry around was a command center and the fit I linked allows storing 3 (500 m3 each) but that is a niche requirement.

Missed a few things:
T1 drones can be added to the mix. I missed that in my fit.
I would throw in a total of 16x Combat Scanner Probes
Notes:
Swap Scan Acquisition Array I for Scan Rangefinding Array I for more scan strength
Sister's Expanded Probe Launcher can be used for additional scan strength but is an expensive module for hero/suicide tackle
To avoid jumping into the fray take a command position in fleet, warp squad/fleet to the signature scanned down and then stop your own ship
Switch one rig to Small Gravity Capacitor Upgrade II and replace the other with Small Hyperspatial Velocity Optimizer II to keep similar scan strength and increase warp speed to reach the target faster (+1.25 AU/s)
